Excel Program

LEVEL I: Basic Foster Care

Service Level I is designed for youth who may be out-of-home care for the first time or ready to transition into a more permanent placement.  These children are most likely in protective care and are to be reunited with family or relatives.  This level is also utilized for children who have stabilized in a more restrictive program and can be “stepped-down” into a less restrictive setting. 

Basic Foster Care Program is designed for youth who:

  1. …are in transition into an adoptive setting, or in protective care to be reunified with parents or relatives
  2. …have stabilized in an intensive program, exhibiting excellent functioning at both home and school
  3. …are possibly placed in out-of-home care for the first time and who are not currently in need of any psych services

LEVEL II: Specialized Foster Care

Service Level I is designed for youth who may be out-of-home care for the first time or ready to transition into a more permanent placement.  These children are most likely in protective care and are to be reunited with family or relatives.  This level is also utilized for children who have stabilized in a more restrictive program and can be “stepped-down” into a less restrictive setting.

Specialized Foster Care Program is designed for youth who:

  1. …are in transition into an adoptive setting, or in protective care to be reunified with parents or relatives
  2. …have stabilized in an intensive program, exhibiting excellent functioning at both home and school
  3. …are possibly placed in out-of-home care for the first time and who are not currently in need of any psych services
  4. …may be in need of psychological services and had only or less unsuccessful placements

LEVEL III: Structured Foster Care Program

Service Level III is designed for a child with mild emotional or behavioral management problems.  They may display a mild degree of acting-out, marked by aggressive and/or delinquent behavior such as truancy, running away, substance abuse, or other emotional behaviors that will not permit a less restrictive setting.  The child may also have a physical condition that requires a high level of care and/or supervision

The Structured Foster Care Program is designed for children who:

  1. …required maintenance medication
  2. ...have a moderate level of emotional and/or behavioral management problems
  3. …exhibit behaviors that may include truancy, running away, anger, and aggressiveness toward inanimate objects
  4. …exhibit other moderate behaviors which prevent the youth from living in a traditional foster home
  5. …are referred form a traditional foster home, directly from a biological home, adoptive home, or stepped down from a level IV status.

LEVEL IV: Treatment Foster Care Program

Service Level IV is designed for a child with moderate emotional or behavioral management problems.  These children may display a moderate degree of impulsiveness and acting out behavior toward themselves or others, which is often characterized by verbal and physical aggression.

The Treatment Foster Care Program is designed for children who:

  1. …may require psychotropic drugs and most likely has a DSM IV diagnosis
  2. …exhibit behaviors that may include chronic truancy and school problems, chronic running away, and verbal aggressiveness toward others
  3. …exhibit other moderate behaviors, which prevent the child from living in a Level I, II, or III foster home. 
  4. …are referred from a traditional basic or structured foster home, directly from a biological home, or stepped down from an Advanced Treatment Foster Care home.
  5. …are referred form a more restrictive environment (group home or residential unit)

LEVEL V: Advanced Treatment Foster Care Program

Service Level V is designed for a child with moderate to sever emotional or behavioral management problems.  These children may display a moderate to sever degree of impulsiveness and acting out behavior toward themselves or others, which is often characterized by verbal and physical aggression.

The Advanced Treatment Foster Care Program is designed for children who:

  1. …may require psychotropic drugs and most likely has a DSM IV diagnosis
  2. …exhibit behaviors that may include chronic truancy and school problems, chronic running away, and verbal aggressiveness toward others
  3. …exhibit other moderate behaviors, which prevent the child from living in a Level I, II, or III foster home. 
  4. …are referred from a traditional basic or structured foster home, directly from a biological home, or stepped down from an Advanced Treatment Foster Care home.
  5. …are referred from a more restrictive environment (group home or residential unit)
  6. …are referred from an impatience service at a psychiatric unit (hospital)
  7. May be medically fragile and have moderate MRDD issues

LEVEL VI: Therapeutic Foster Care Program

Service Level VI serves a child with multiple and severe psychiatric, emotional and behavioral management problems ranging from personality disorders to severe mental retardation, autism, aggression toward self and others, sexual acting out, suicidal behaviors, or ideation.  A child may also have a physical handicap that requires constant supervision provided by a registered nurse or persons closely supervised by a registered nurse or physician.  A licensed professional, such as a physician, psychologist, and licensed social worker or licensed counselor must be involved in the child’s care. 

The Therapeutic Foster Care Program is designed for children who:

  1. Require psychotropic drugs and may have medication compliance problems and has a DSM IV diagnosis.
  2. Exhibit behaviors that may include severe truancy and school problems, sexual offending, physical aggressiveness toward self and others (including animals), delinquency, repeated destruction of property, and substance abuse. 
  3. Are arsonists, either adjudicated or with a life history of fire setting
  4. Have had multiple placements in a restrictive environments (group home or residential unit)
  5. Have had multiple impatience hospitalizations
  6. Are severely medically fragile
